Maybe looking for Japanese anime is putting me on the wrong track.
I have been digging a bit in Chinese animation films and found this.
It's not what I remember but the style seems more of a match, maybe it was even Korean, who knows.
What I also remember was that the boy was traveling through a fairytale like colorful forest, not tacky, but a nice style.

It seems zlaywal has the correct answer, though even after all those years since I've seen it I'm still not sure and sources on the web are limited so I have to track down a dvd.

It looks rather well in terms of animation quality for a late 70s - early 80s anime, you were right. I'm tempted to see if I can find it online - will probably look into it over the weekend. I'll let you know if I get any hits.
