Anyone have a list of RPGs with quest/map editors? I can only think of a couple:
TES: Morrowind
TES: Oblivion
Fallout 3
NeverWinter Nights 1
NeverWinter Nights 2
Obscure games too please, and Diablo clones, yes.

Dragon Age, Titan Quest, Torchlight
The Bard's Tale Construction Set
Unlimited Adventures
Ultima VII (via Exult)
Mount&Blade
Mount&Blade: Warband
That's all I can think of right now.
Eschalon book 1 (I suppose that book 2 has that as well), Undercroft.
Starcraft 2 could be made into an RPG if you wanted something sci fi. Will take more work then just map editing though.

The Witcher had an editor of sorts. I don't know how comprehensive that was, but most of the content I saw created with it was using existing maps and models.
Torchlight has an editor, if I recall.
And Arcanum comes with an editor as well, if you're looking for something thats on GOG.
Legendary Tales a browser based RPG with Editor.
Didn't Baldur's Gate II have an editor?

Dragon Age
Titan Quest
Torchlight
FallOut 3 (depending if you view it as an rpg or more along the lines of an fps)
The Witcher
Those are the more modern rpg'ish games with editors. There are a few I'm forgetting, I'm sure, but those are the most popular outside of the list you already came up with. TQ and TL are the only two Diablo style games that I really can think of with editors.
add Vampire The Masquerade: Redemption to the list.
Editors are sometimes simply not enough... Give me full source code or give me nothing :)
Thats one of the main reasons hl2 modding is so popular.

No, it didn't but you can find 3rd party tools for editing purposes. That's why it has so many mods.
