Was playing BG2 and thought it seemed stuttery, not terrible but a little annoying. Ran fraps and sure enough it seems locked at 30 fps. Is this a normal issue for BG2 and modern systems?

gtx 280
4 gigs ddr2 800
win 7 64 bit.

Try switching the hw acceleration off in the config.

Thanks so much for the rely, but there is no option for turning on or off hardware acceleration in the BG2 graphics options.
Any other ideas guys?
Check the config program in the BG2 game folder (where you installed the game). It's called BGConfig. Run it and make sure Use 3D Acceleration is unchecked under the Hardware heading.
