This is a Reddit post detailing a bug introduced in 2.01 that breaks most Skill Passives and seems to be affecting both console and PC users. I can personally confirm that "Zero Weapon Sway" no longer works for me. It might go unnoticed by many players as the effects are generally quite subtle, but this is still a problem that needs to be fixed.
