It seems that you're using an outdated browser. Some things may not work as they should (or don't work at all).
We suggest you upgrade newer and better browser like: Chrome, Firefox, Internet Explorer or Opera

Edit:
I have this to add: This program cannot be run in DOS mode.
I'm confused since all my other games work except: MonsterBoy which requires Quasi win10 to work and is not windows 7 compatible.

If its installed in C:\ProgramFiles\ uninstall it and reinstall it somewhere else on the same drive windows 7 is installed

Delete all data in the hidden AppData folders for Cyberpunk/CDPR, especially if you reinstalled it! (look above for locations)

Make sure your card supports DX12 and you have all the latest windows 7 updates and your graphics drivers are the latest and they support DX12 for your card on Windows 7 not all do even if the card does on windows 7.

Turn off "read-only" on app data folders for Cyberpunk/CDPR

If that doesn't work your system has an issue with it, something isn't right with your hardware. To many others have got it running without issue including me on my test system. To rule out a fluke with my 1660 I used my old GTX 970 and it worked on 7, so I've tested 2 GPU's now on 7 without issue.

Problem is that CPU doesn't expect minimal requirements:

Here? You can forget about it. Your CPU doesn't expect minimal requirements:
https://support.gog.com/hc/pl/articles/360016388718-Cyberpunk-2077-Wymagania-jaki-mam-procesor-jak%C4%85-mam-kart%C4%99-graficzn%C4%85-ile-mam-pami%C4%99ci-RAM-?product=gog

You can send them message if you want direct answer:

... but it will be from support/help desk, not from developers.

You might be right. My system does have an Issue with trying to open/start Cyberpunk 2077. I've sent them error reports. I will see if they respond back to me or this posting. Some developers care about their customers and reply, we will see.
Also this is for CDPR!
While I'm trying to get Cyberpunk 2077 to run on my PC, please fix the unintended always on blu-tooth on PS 5's controller when I explicitly turned that off in the menu since I'm running controller in the wired mode. Only Cyberpunk 2077 does this, no other PS4/PS5 game allows this!
Thanks You!
