I'm not sure I will be able to play Cyberpunk at release but I sympathize with GOG so I was thinking about purchasing the game to support them. Logically, I should buy the game here on GOG so CDPR don't have to pay Valve their cut. But, Steam is my platform of choice and I'd like to have the game there. So I was wondering is something like reverse GOG Connect, where I buy a game on GOG but also get it on Steam, is possible?

I don't think Steam will allow that
I see two main reasons why this wouldn't happen:
1) Evil customers could just resell an eventual "bonus Steam key" and that means losses for CDPR;
2) Steam won't allow "reverse GOG connect" it because they don't profit from it, and they are in a market position that allows them to act like this. because they know that if people want a game on Steam, they will simply get it there.

It is a matter of whether you want to support CDPR more (and have CP2077 truly DRM-free in the process) or have the game in your favourite library.

Steam already has a way of generating additional product keys and as far as I can tell they don't impose any significant restrictions for generation when dealing with big titles and publishers. Moreover, there is a way to grant a product license directly to user's account, which eliminates the possibility to resell that license. In my opinion, that is more a question of CDPR taking time to discuss this with Valve and I was hoping to get some sort of official response whether they are going to attempt this or not.

All indies should have their own storefronts to sell directly to the customer and cut out Steam. I mean, if you're going to setup a website for your game you have the majority of what you need to make additional income by allowing people to support you directly.

I would suggest emailing GOG's support to ask them for it.

Thanks for advice, I did so. In short, their answer is this:
At this moment it is hard to say if something like you've mentioned would've been implemented in the future.

At the end of the day, what is the most important for us, is that you have fun while playing the game. :)

Because the keys cost nothing AND they don't have to pay for the bandwidth either. The whole idea of buying directly from the indy and costing nothing more while leaching from Steam rather appeals to me.
You also have the ability to add non-steam games to steam allowing you to buy your DRM-free games on GOG and then just add them to your steam library so you can use the steam overlay and chat with friends, etc.
