I haven't tested the numbers though, but I think we can trust them (finally).
But now I need to check the Microgenerators again.
I'm past this point in the game now, but with regard to the Microgenerators (sends out a shockwave dealing 40 % of target HP when V's health goes down to 15 %), I could not get past Buck (one of the Beat on The Brat missions), because the moment he hit me and the Microgenerator triggered, he died instantly.
Both the Rare, Epic and Legendary ones said "deals 40 % of target HP when you go down to 15 % HP". And regardless of how much remaining HP Buck had, he died on the spot using the Legendary one. Which is not supposed to happen to Buck specifically, as there is a "round 2" when he refuses to pay up what he bet on the fight.
So I had to go to a ripper and have him tear out a lot of the gear I had specifically for the Beat on The Brat missions, basically handicapping myself in the fights, because I couldn't trust the gear to not bug the mission permanently.
If I "killed" him (which would happen if I took a single hit from him), I was locked inside the ring with him, waiting for a conversation that would never happen and I couldn't progress or get anywhere. This was on patch 1.31.
Rather regret not taking on Razor Hughes now, the final brat boss, while the game was on 1.31 and the gear was busted. Buck is the only part of that quest series that would have this issue.
I suspect it would be a case of 40 % damage for the Rare, 50 % damage for the Epic and 60 % damage for the Legendary Microgenerator, but the description (in patch 1.31) said 40 % on all of them. I don't know what it says now.

For the Microgenerators, the description is now:
Uncommon (Green): [...] Deals damage equal to 30 % of the target enemy's max Health.
Epic (Purple): [...] Deals damage equal to 40 % of the target enemy's max Health.
Legendary (Orange): [...] Deals damage equal to 50 % of the target enemy's max Health.
I don't have the others on hand (since we can sell cyberware now, I got rid of a bunch for less clutter), but I think the Microgenerator goes down all the way to Common (White).
