So when I get to Lina's place and see the scavengers on the stairs I'm not given their dialogue, they just skip to wanting to fight me.
But if I sneak my way to Lina's front door, I'm then given the choice to persuade the scavengers to leave, but they still just skip to wanting to fight me, no matter what I do.

I have been considering writing something on this mission, because it sure left me dazed and confused with all the options...

The various outcomes are cash, Lina's tank-top, her Baby-Boomer baseball bat, or if you have already done Kerry's questline and got the picture of him and Us Cracks and / or done the Sinnerman mission, you can get her baseball bat and (after a few days) her bike.

I did this mission 4 times, with backtracking, reading manuals, multiple reloads and character editing to get it right.
Let me know if you want spoilers.

To properly get that dialogue option you need to enter Lina's container apartment before approaching the scavs.
I know this, because I did exactly the same thing you did at first - and had to fight, no matter what.
You'll need to climb the containers at the back (double-jump legs are a huge benefit).

When you see the scavs at the stairs, go around the back and look up. You'll see a ladder hanging out of reach (ladder can be dropped once you get up there), that's where you need to go without getting noticed.

Then you got the option to use the access panel by the ladder (requires Technical Ability), brute force the door (requires Body, don't know how much), or the access panel on top of her apartment (no requirements).

At this point you can look around inside her apartment, read her email, access her PC etc. I didn't see any stat requirement, but if you hack her PC you can change her schedule, and then you can go back (don't get noticed) and talk to the scavs by the stairs.

That's the thing, I also tried going into her her apartment before going to the scavs, yet they still skip to wanting to fight me, no matter which way or how I approach

In that case, just do the follow-up objectives of "cleaning up" (putting their bodies in the nearby dumpsters). This part I haven't tried (tried, but I reloaded), but do that and then wait for Lina upstairs. It supposedly doesn't matter for the final outcome.

Well knowing that killing the scavs doesn't effect the final outcome of the mission, is nice and I can go ahead and finish the mission.
It just bothers me that I can't finish that part of the mission without killing them, because of the game not even giving me the chance to talk to them.

Which scavs did you tried talk to? The ones at the bottom of the stairs? The one at the top will just attack you. And after getting into Lina's apartment without getting noticed on your way up or down? Having the time automatically slowed by cyberware (synaptic accellerator) will count as getting noticed on this one, I learned that the hard way.

Also, the whole quest trigger related to this seemed very directional to me, as it felt like I had to get right up into their faces before the non-combat option showed up. The option to fight them came up from a further distance, and at a wider angle.

I got in by jumping up the containers underneath the door into her apartment, with stealth, then got back out to the ground without being seen, and then from the direction of the road, I approached the scavs at the bottom of the stairs.
As for how close I got to the scavs, I got close enough to the chick that I could punch her.
In that case, I have no explanation. So long as you hacked Lena's computer (I missed this one myself the first time, and only accessed it without hacking it), and by doing that changing her schedule, you should be given the option to tell the scavs to leave without fighting them.

Note that this mission still got a LOT of traps (giving the wrong response), any one of which will deny you the bike.

I just killed all the scavs and went to apt, then waited at the chair and when she came home the option to say they were like that when i got here was used. No negative reaction from her.

I know of that alternative, but I didn't want to risk it considering that mission is a real rabbit hole.
It got so many tie-ins to other missions, the whole thing gave me a real headache.

I see now the Street Kid lifepath also gives an option here, to make the scavs leave without a fight.

Honestly, I'm surprised the mission didn't give us the perfect outcome by searching and finding all the clues in the holding room adjacent to Edgar Tool, and then presenting Lena with that evidence during the second part of the mission, when she's supposed to record a video with Edgar.

The outcome I would like that to be:
Edgar got his memory back, Lina was thankful to us for giving her the opportunity to leave Dogtown through the successful recording, Edgar was also thankful for giving him the chance to record a video with Lina Malina - and this would give us the Malina-mobile bike, the Baby-boomer bat, her tank-top and money from both Edgar and Shank.

But instead the evidence and potential positive outcome of giving Edgar his memory back is completely disgarded.

Also, playing as Corpo, you have the option to make her agree to a shoot without paying her anything.
If you want the bike (it's a good bike, but got no rim glow), remember to answer "Tell him that he's your sister".

I never got the option to contact either Viktor or Judy though, despite having completed Judy's questline (got both her muff and her shotgun).

I play as Nomad and I got her to agree to "audition" for the role claiming to be a movie producer, cast out Rachels name (Sinnerman BD producer) and she agreed to come for free. Also got the bat I think at the door where the audition was.

Interesting. Not surprised there is Nomad-exclusive dialogue options too.

I think you get the bat anyway, but I haven't completed the mission with a "bad" outcome, so I don't know for sure. I never heard anything regarding the tank-top, I added that one to my inventory through the console (along with the bike way before even starting the Dazed and Confused quest).

If you had already done the Sinnerman quest, and got Rachel hooked into "Lina & TooLina", then you should get the bike Soon™ (you can time skip to speed up the process). In that case, you will receive a message from Lina and find the bike at the door to the room where you recorded with her.
