I've been trying to play the Street Kid life path for a while now, and I can't get past a certain part. I get in the car with Padre, and we drive along, and suddenly his driver curses and they pull over, and Padre starts speaking to nobody. But after that we literally just sit in place, not moving. You know I figured this game was busted, but come on.

That's a weird one. I also played as a Street Kid and had no trouble with this quest. I am on PC and PC does not have the same issues as the older gen consoles, so perhaps that is a difference?

Anyway, I think I had something similar with some side job where a character did not respond correctly, just stood there and the job did not advance. I saved and reloaded the game and that solved the issue. After loading the character continued normally.
