I don't think anyone not an employee of GOG or CDPR can say with 100% certainty, but it seems extremely unlikely because GOG is trying to compete with Steam, meaning getting people to spend money at GOG.com rather than spending it at Steam, and having GOG Connect or any other mechanism allow people to purchase it at Steam and then get a bonus free copy here on GOG would encourage just about everyone to buy the game at Steam instead, which gives Valve a 30% cut, plus GOG ends up giving bonus copies here and providing all of the benefits that they provide here on GOG including their direct technical support etc. It would be a lose-lose situation across the board.
Secondly, they have not provided free copies of the Witcher 3 here on GOG which were purchased on Steam or any other store to date using any of the 3 mechanisms they've used in the past for allowing people to get games here that they own elsewhere (GOG Connect, Reclaim your game, or the Witcher 1&2 backup option).
When GOG allowed people to get backups of Witcher 1&2 here years ago, they were a much smaller store compared to what they are today and what they have to offer competitively, and it was used as an incentive to get more widely known and recognized by leveraging the first 2 games in the series as a loss in return for increased exposure and gaining interest in the store from gamers primarily Steam based. However when The Witcher 3 launched, they sold more copies of the game here than were sold on Steam due to a very effective marketing plan and all of the massive media attention they got, so they did not need to do the same thing to promote the game nor the GOG store.
They're a bigger and even more successful company now and pretty well known. The media attention that Cyberpunk 2077 is getting right now (trailer currently #2 trending video on YouTube) isn't just getting massive attention for the game, but also pushing GOG.com and the Galaxy platform and I'm sure their marketing on this will be very strong.
There's no really good business justification for them to give free copies of Witcher 3 or Cyberpunk or any other future games they make here for people that decided to buy it elsewhere. It would only stand to harm their business model and encourage people to buy from the competition, at the same time Epic Games new storefront is trying to change the industry to lower profit margins overall by taking a smaller cut of revenue from game sales.
The math on this one is very highly a big "nope" I would have to predict, and I can't say I'd expect anything different unless they're nuts.
