On GOG, the games work just fine when someone outside of a banned area gifts you the game.

GOG doesn't have GTA4 though.

What happens with regards to the user agreement, is there any known instance of accounts being banned for circumventing geographical restrictions?
Specifically, I am citing the User Agreement, (https://support.gog.com/hc/en-us/articles/360010039713-User-Agreement-effective-until-February-17-2024?product=gog) which states that they (GOG) ask "you to follow any applicable geographic or regional, language or location-based restrictions, requirements or rules regarding GOG.", and that if someone breaches this rule, they reserve the right to "[suspend or cancel] your access to GOG services."

If the OP is that desperate to play these specific games that he is already willing to risk his account and go against government restrictions, it seems odd that he would do so in a way that could risk his account, if you see what I mean. Not that I would endorse such behaviour, naturally.

i think it's fine not the account banned or anything
it just in Thailand like 6-7 years ago there's news about kid try to do GTA and try to steal Taxi so it become big problem Gov try to ban all videogames but now they're just forgot by now GTAV or even game like Hatred and Postal are not banned or block here so pretty sure they're forgot by now about banned videogames
but somehow they're never unblock MGR or GTA4
yes that's kinda funny but that's Thailand for you
so all i want is just to get the game i want to play it again

First, that's not circumventing geographical restrictions. Buying it using a VPN would be. When you are abroad and buy a game that is not available in your home country or ask a friend that lives in a different country to gift you the game then the game has not been sold in your country where it is forbidden.

Second, even people who openly wrote here in the forums that they use VPN to get games that are not available in their countries have not faced any repercussions from GOG. GOG only implements regional bans because they have to, not because they want to. So they don't have any interest in enforcing it too strictly. They probably only get active when their own interests are affected (e.g. when someone uses a VPN to buy with a regional discount).

And third, legal consequences have nothing to do with GOG. That is between him and his country. We don't even know why you can't buy the game in his country. Maybe the publishers only lack a licence for Thailand. Even in Germany, one of the most restrictive countries when it comes to banning computer games, it is only forbidden to distribute the games, not owning and playing them. I wouldn't recommend him to buy a game that insults their king though. Thailand doesn't joke around with that. Imprisonment of >30 years or even death penalty are not unheard of!
