Between NA, EU and JP, which region was the best this year? Which one produced the most great games, or perhaps those few quality titles that still stand out from the rest to you?

Hard to call this year, I'm leaning towards either US or EU. US had DOOM, nuth said. EU had a lot of great games for the consoles including my all-time favourite Plok one of the few games that Shigeru Miyamoto looked at and thoughts "that's better then what I'm doing".

Though to be clear he was talking about the music in Plok rather than the game (by Tim Follin for those wondering and yes it's impressive).

US and EU are definitely stronger than before here with some really important games, though I'm leaning towards JP still. That could change by 1995 or so I think.

Not exactly if you look the story up, Nintendo originally offered to publish Plok after Miyamoto said he was interest in working on the game, but then backed out without warning. Later Yoshi's Island comes out and a lot of Ploks game mechanic's and level design ideas appeared in it. Rumer's (and nothing more then that officially) Miyamoto backed out of Plok and nicked ideas from it for Yoshi's Island and claimed he invented them, he's been accused of doing that a lot over the years.

Yeah this goes to Japan for me.
I never played the original Doom, but one of these decades, I will play it.
Big one I forgot from the US, Mortal Combat console ports came out this year (original arcade release was 92). Along with DOOM this may have been the year all those "video games make kids killers" complaints started.

What ideas? Even if that's true, YI is a much better game.

I guess the music part is just a rumour, I read about it at HG101.
