I have an Dell optiplex running win10 home and the graphics are poor to say the least for older games. What is considered a good moderatly priced graphics card that supports the intel platform and works well on carmageddon?

if you're running w10 you have enough hardware for any 90's game. If you're unsure maybe you can get some improvement/boostr by trying some nGlide wrapper like this one (from
http://www.zeus-software.com) to emulate the classic glide implemented by a 3dfx voodoo card.
If they're poor, you might want to poke the settings a bit first before you hunt down a Voodoo 3 card.

maybe I am expecting too much from the game but graphics are no where near the quality shown on the wiki page. I have nglide (from download) with values set to default and dosbox set to 3x keep aspect ratio and double buffer. I have not poked around in advanced settings other than normal 3x - any advice? I will try the Zues wrapper also

thanks for the assist, i doqwnloaded a newer version of nglide from Zues and the game is much much better

Cool ! If you want you can try the game on GOG Galaxy and share some screenshots (taken by pressing F12 like steam) to compare results

Launch the game with "-hires" command. Edit one of the ini files (don't remember which) and change YON=35.0000 to a much higher number. That will give you a much larger view distance.
