Are there licensing reasons why this game isn't available here? If not how do I champion this game to be added to the library here.

Quoting Petrell here:

Commercial flop based on license (Dungeons&Dragons) made by now defunct developer now owned by Activision who does not have D&D license. Should be obvious why GOG hasn't tried hard (not to mention ATARI had exlusive D&D license they lost only couple years ago). It would presumably require an agreement at least between GOG, Hasbro and Activision.
