Ok, so i found a solution.

Don't use RDP to connect with your GOG host computer. Install Parsec app. Via Parsec GOG is working normally.

I mean. That's not really a solution though. Sure. We can use parsec, or a VM or even Chrome Desktop as a Band-aid to the situation. But this has been an issue for years now and needs to be actually fixed by GOG.
I just ran into this problem. I finished building my new gaming PC, and since I only have one monitor, I I'm using RDP from my old PC to set things up so I can play games while I'm copying files from my backup drive. I got my GOG games copied over, but I went to install Galaxy to download some new games tonight and got the error.
