I am playing Skyrim right now and it seems my PC (rtx 2060, amd ryzen 5 2600, 16 gb of ram) is capable of pulling off 4K on 60 FPS and ultra settings. However, i only have a 1080p screen.

Do you think 4K makes any visible changes on a 1080p screen?

So far i have noticed the game looks a little bit more blurred, like without glasses.
There is that one super sampling technique where you make the picture bigger then scale it down. It should be in-game setting or possibly in the Nvidia driver settings. That is how you make use of that extra power, if you have it. Sorry I forgot the exact term

to answer your daily philosophical troll question in one sentence:
"640K ought to be enough for anybody"
Some games improve on a 1080p screen, others don't. I noticed that Skyrim looks a little better when upscaled to 4K. Arkham Knight also improves slightly.

You have a RTX 2060. Test it out on your own. You can use downsampling in your NVidia control panel to set your screen resolution higher than your monitor allows.

Dynamic Super Resolution (for NVIDIA) or Virtual Super Resolution Technology (for AMD)

In your NVIDIA control panel, click Manage 3D Settings on the left, then lower the DSR - Smoothness setting a bit to increase the sharpness.

It can help with anti-aliasing or make the game look slightly sharper, but I've never seen much of a difference personally. If you don't notice a worthwhile difference in image quality, just turn it down to your monitor's native resolution again. Otherwise your hardware is working harder and using more electricity for nothing.
could just google that for answers, also seems like you are just randomly, so this thread probably be a good use for you instead of filling out first page
the thread of random questions?
I'm going to guess no 4K won't make a huge difference on a 1080p output.

Super sampling or Anti-alising may smooth edges and make it a little more smooth or blurry, but i wouldn't say would make a difference, not really.

Just take the sneaky bow route and shoot your enemies before they see you. Headshot... You'll do fine.
nope.

learn some resolutions.
