Not really meant as a bad thing, just a design thing. These games do get generally better and/or bigger over time.

Stellaris is a mixed bag, Cities on the other hand does feel improved, age of wonders planetfall... well it could use another dlc ;) total war warhammer 2 is another dlc rich game that indeed did improve but Rome 2 for example, started out more then all right, reached some apex only to drop down again before being destroyed by DLC and then there is galvic 3 with its own trajectory, people leaving etc, a founder rejoined.. i belief it is still in his hands! i actually thought there would come another update for 3, addressing battle mechanics and such, i hope this will be part of 4 and if the trailer is anything to go by.
so, i do hope you aren't being serious by saying that those sorts of games improve over time. I mean, you can hardly judge their regulars as commoners right ?
