Yes. I have Galaxy installed on two PCs in mu home and my Steam Deck. It all works.

One of the major points of GOG, is that you can install games bought from them on any PC you own ... multiple ... and provided you have at least downloaded a game once and backed it up to a portable drive, you no longer need the web to install the game, unless you are wanting to use Galaxy to install for you. Though there is a way I believe to get Galaxy to recognize a game you have bought from GOG and installed manually using Offline Installers .. or perhaps even a copied install folder from a Galaxy install.
