I delete them or most of them using Windows Explorer. I then empty the trash. I restart the game and they are gone. All looks good.

I then reboot my system and all the saves are back.

Where are these saves that keep reappearing stored? Are they on the GOG server or someplace on my computer? I have done system wide searches both starting at C:\ and at Computer. I find no other copies but they keep reappearing.

So how do I get rid of them permanently? Must I uninstall the game and the reinstall it?
Don't have that game in particular, but is it possible that they're cloud saves, or are they physically still on your hard drive?
They appear under D:\3DO\HoMM3 Complete\Games. I installed on the d: drive.

I have deleted all but AUTOSAVE.CGM, AUTOSAVE.GM1, NEWGAME.GM1, AND savegames.txt.

I did check savegames.txt with a hex editor. The file size is 0 bytes and it does not even have and end of file mark. I guess I could write my own hex editor and read in a full sector. To be honest I am not sure I have ever read a 0 byte file before, I know I have read text files past and EOF byte to see what was out there but they were always files that had been opened for output then closed so a EOF was all they contained to clear the viewable contents.
Do they appear in-game? Try deleting from there (select and press Delete on keyboard).

You made me feel VERY STUPID. I had not tried highlighting the save and then clicking on delete. It popped up with a window, asking if I wanted to delete the file.

It worked. Thank you but NEVER help me publicly with something like that again. My face is super red with from the flush from embarrassment. Next time ask my e-mail address so maybe I will not feel like my stupid was announced to the world.

I spent several hours trying to find all the places the information must have been hidden. And you solved in probably 20 seconds after reading.

Hey, glad it worked. It's not like this is a widely known feature.

I suppose Galaxy's cloud saves is the reason this happened. Which is why when you deleted them in-game Galaxy didn't try to restore it.
If you have a goglog.ini file, it may specify where the saves are at...

A lot of older games did that. No actual delete button, you just had to intuitively guess that the Delete key might work.

I have not played for a couple of days and ALL the saves are back again? This is really really frustrating to have to delete every time I play the game.

I guess the return somehow at a specific time or something. They were gone.

I have now tried deleting in Windows and emptying the Recycle Bin, deleting in the game, deleting and rebooting, searching for a save location on my system. After I delete the saves will be gone for a while but they keep coming back. They were even still gone 30 minutes after a reboot so I am pretty sure they are not reappearing from some file on my machine.

All I can think is that the files are on a GOG cloud server and being reloaded by the GOG communication process.

I have found a goglog.ini file. I see nothing about saves in it. I am posting the contents below.

I don't know about this specific problem (and I don't have this game) and I don't use Galaxy. But if you use Galaxy look through Galaxy's options for this game. Maybe the game has cloud saves and it is enabled. (Or, if Galaxy asks you to repair/verify that specific game and you say yes, it restores the saves too?)
Other than this, I have absolutely no idea. (Unless using the windows tool for restoring former system savepoints somehow includes this games saves and you used it to restore back to a point where the saves happend to still be there?)
I hope it gets/got sorted. This is a weird problem.

Are you playing the game through Galaxy?
The game does have cloud saving and if you launch Galaxy it'll likely restore the saves. In that case you have to turn the "cloud - saves" off on the Galaxy settings.
