There a certain amount of games that I'd like to play but my current friends don't own those games. How do I find like-minded people or communities that will play with me? The game I'd currently like to play is Masters of Orion: 3.

More seriously, you could try the specific games sub forum. They don't get much views, but more likely to be seen by someone play that game (note its an old one, most online players want to play the latest thing).

I cannot imagine ever playing MoO3 against others what with it taking so long to play and combat being super slow. FreeOrion is better for multiplayer as combat is auto-resolved and I say this as someone who controls the fleets by hand in MoO 1 and 2. FreeOrion version 0.4.7 will soon be out as it is at 0.4.7 releases candidate 2 now. FreeOrion is inspired by MoO3 but not a 100% clone (which is a very good tihng).

How to gain freinds and influence people.

Finding someone to play MOO3 with you might be hard, not a lot of peoples like that game.

To be honest with you, I don't think the GOG forum is a good fit for what you're looking for. Most people here never play multiplayer because they're opposed to it for various reasons or they just can't be bothered. You're likely better off looking into the Steam forum or some Masters of Orion forum. Here's a couple I found through the power of Google:
