How do you repair a bridge? Does bridge repair only work if the bridge isn't completely blown already?

The only points where SimCity needs bridge repair are under specific conditions.

In Micropolis, the bridge would sometimes fail to rise but more often it was a matter of a dumbass in a boat running into your power line. Repairs were a matter of slapping down a new set of tiles.

In all games, disasters can take out bridges. Repairs depend on the status of the terrain afterwards. Most of the time, you can just drop a new bridge in, finances allowing.

This is definitely how it works in a little game I like to call "California".

You raise gas taxes to pay for infrastructure but actually spend it on public employee union pensions.

What my fellow GOGlodytes are so sarcastically trying to convey, is that you posted this in the General Discussion forum, and you neglected to give any information about which game you mean. As the GOG catalog has 1949 entries as of this writing, nobody has a fucking clue what game you are talking about. Maybe provide a little more information, in order to enable people to at least have some remote possibility of helping you with your bridge building problem?
I can design one if you want.
I will need the distance and width of gap along with depth.
I used to live at a place with lots and lots of bamboo plants.
Local villagers used to make a bridge about a kilometer long over river when there was water rise in river.

In Icewind Dale you can repair a bridge by putting a "How to repair a bridge" manual in its inventory.
I don't know if that also works in real life though, haven't tried yet.
