Is it fair to say that at this point, 1080p gaming is basically dead?
Nope, not at all.
I have a RTX 3070 and some games literally are eating up 8GB of VRAM, not even maxed-out - i.e. Watch Dogs: Legion. Tried that out during a free weekend. If I tried to max it out at 1080p, it looks like it'll be around 9-10GB of VRAM usage.
Plus, at 1080p w/ a 3070, you're pretty much ensuring high framerates and/or you'll be able to do RTX On at 60fps or better.
I can run games maxed like RAGE 2 at 1080p here at 100-200fps. Witcher 3 also can run at a max of 150fps, all maxed-out at 1080p. All rasterized, not RTX.
I mean, i am way behind the curve, but even i am moving on from 1080p.
I think that at this point we (both as a society and as gamers) need to start moving on from 1080p because it has pretty much become obsolete
I don't mean to offend anyone that's still on 1080p but i consider that resolution pretty much dead.
Pretty much, 1080p is still the resolution dominating the Steam Survey:

Base-line consoles for PS4 and XB1 still support 1080p; and I don't think everybody has a 4K TV (for console gaming); or a 1440p or 4K monitor (for PC gaming). And it's not like most have gotten their hands on a PS5 or X Box Series X either.
And I don't think most people have a RTX 3060, 3070, or 3080 anyways (or their AMD equivalents) - so I don't expect until either xx50 cards or xx60 cards in an Nvidia line really push 1440p card....eh, I don't see some abandoning 1080p yet.
I'd also guess most competitive online gamers are probably rocking high-end refresh rate monitors and sticking w/ 1080p to get some insane framerates so they have the competitive edge anyways.
