No Dalswyn, it is very correct! Sounds like you may have only played an early incarnation of OFP! You are referring to the cutscene where General Guba shoots, Angelina, his PA! Her model could be used by the player with modding - but she oddly had anims based on the male soldier models, so looked funny! If you had the full GOTY Operation Flashpoint, or AA Cold War Crisis as it is now called, there were five civilian, fully usable female models. The only restrictions when using them for play is the restrictions that all "Civ side" units get (ie the waring sides mostly ignore them) and the female units had their inventory space reduced - and they were disallowed heavier infantry weapons (RPGs, SAMs etc). However, the modding community fixed all those issues!
In Armed Assault 2, the girls were not even allowed to pick up so much as a water pistol, or drive vehicles, they had no 1st person veiw model detail, so you we're "half invisible" when trying to play as one, had many vehicle position models missing..... so if you had one as a car passenger say, they'd be invisible as well..... a whole host of other problems too!
Walk, run and sit. That's about the only female unit actions, animations, scripting etc that BI Studios could be bothered with in AA2! But they did make them look pretty, oh yes, they managed that OK!
Wait, AA1 had TWO, the invisible "Queen" and that reporter woman! Who also could not be used as a player or NPC in the game. Only worked in cutscenes.
