Just like it sounds, I want to create a Mini-PC but with a form factor of having a NUC with a high ceiling so it can fit a GPU in it. Preferably the sides would be honeycombed to allow air flow.
I'd just bite on a MiniITX but in getting the height I want I HATE how far back they go. All that for me is wasted space with the board I'm getting. The closest I've seen to giving what I want is the Corsair B350.
Are there companies that will custom make a case or is there anything CLOSE to what I want or are some companies willing to fix an on market case to make it the proper size?

Closest I know of you can get these days with a full length GPU are the cases built around the Intel Compute Element. The previous generation ones, not the Beast Canyon. Though that is also fine, but probably overpriced.

Otherwise, check these out: https://www.youtube.com/watch?v=-nlgp3HfE5I

I actually have the Core V1 and I'm not going to change it any time soon, but... it does NOT take a full length GPU as we would classify one today, nor would I call it truly NUC-like. It is much smaller than an average tower though, which is what I was going for (and still am).

I went the other way, my box is the size of a bookcase, holds a 3080 nicely though, and gives the roof something to rest on if the wall gets tired.

Besides games and movies I want this as a portable VR rig. with a Vive. I will NEVER buy the Oculus as I hate and distrust Facebook and don't want the 5G that comes with wireless VR.

Maybe consider a Dell Optiplex SSF desktop case ?.

Their footprint are about four times the size of an NUC, and about the same height.

W 290mm x H 95mm x D 325mm

But most are able to accommodate a half-height dedicated graphics card, usually to a maximum length
of around 170mmm. Yes, it can be a tight fit, and heat and noise could be a problem to (depending on card
and model of case used. And there are a limited amount of cards that are able to fit in such a small case.
But for something so small, there are not a lot of options available. Not unless one is able to defy physics...

I'm looking at Raijintek's HTPC case now. It requires an SFX power supply and a PCI riser but it might be the best option I jhave. It looks to require the GPU to be flat and mention water cooling but portable seems an option.
Will evga fit though because FE is the one shown in their picture gallery.

Can it handle a ASRocK B550 Phantom M build as that's what I'm looking at.

Did you have a look through here? https://pcpartpicker.com/products/case/#t=9,10&sort=price

Off the top of my head, Fractal Design, Silverstone, Cooler Master, Phanteks, and Lian Li make pretty good cases. Maybe the P200A, Define Nano S, H210, NR200(P), H210(i), and Evolv Shift 2 are common mITX cases I've seen.

In particular, the NR200(P) is pretty affordable. You can even buy an ATX PSU bracket from Cooler Master too, but it'll limit your GPU length.
Hadn't but thanks CannuckCat. For form factor most of the cases I'm looking at are like the Sentry and a HTPC case, both of which require SFX PSU's.
There's also a filter on the sidebar for HTPC:https://pcpartpicker.com/products/case/#t=11&sort=price

You'll have to do further research to see what GPU length those cases are able to accept on the OEMs' specsheets or manuals. The FD Node 202 has a GPU length of 310x145x47mm (LHD).

Another interesting idea is to find a case on AliBaba. They have a lot of off-brand mITX / HTPC cases if your budget is low.

If you don't need to build it yourself...

Similar in dimensions to the Intel Compute Element, Zotac sells the Magnus One, with a 500w PS, i7-10700, and RTX 3070 in a custom case (about 10"d x 9 3/4"h x 5"w).

In the US they only sell a config with SSD+HDD, 16GB and Windows 10 - https://www.amazon.com/ZOTAC-ECM73070C-GeForce-i7-10700-ZBOX-ECM73070C-U-W2B/dp/B08YLDRNB2 but in other countries you can find the barebones SKU.

They also have had a line of smaller Magnus Models, about the size of a Mac Mini but one inch taller, using laptop GPUs. I've got the EN72080S model (i7-10750H, RTX 2080 Super laptop GPU) in my entertainment center with a Vive Hooked up to it, and it has worked out great.
