You don't need UPlay for Mass Effect 2 as its not avaliable on the UPlay store. I dont think the Steam version needs anything other than Steam. You can redeem the product code that you will get if you have the Steam version in Origin then un-install the Steam version.

The link above is for the Origin store, so obviously you will need Origin to launch the game.
