In case you still need help, I can confirm that at least the Linux build works when running on Linux Mint 21.1. Also, you can extract the ROMs to run on an emulator of your choice. Do remember to pick the BIOS too, as Neo Geo emulators require it.

However, the comment you replied to:

- by an account that was created in September 2023...
- and has zero games connected to it.

There's no way for (most of) us users to answer the first part of your question.
Maybe if someone who did report the post would step forward (very unlikely though)?
About the second part: apparently not, since the thread/post is still up.

However: GOG usually only takes action against bots that are aggressive and/or post something shady, or copy/paste posts of other users, etc.

This bot doesn't meet those criteria.

Maybe, by text, it isn't as obvious, but the questions I did were meant to answer themselves: moderation must've failed at some point and this post, as well as a few more I found, went either unnoticed or unmoderated for months.
