Aren't PS3 and PS4 disc games region free? Doesn't seem to have changed much yet.

Some region locks have nothing to do with censorship and law, but are rather market-control instruments.
Games locked in their country of origin because the publisher wants to encourage using another platform or another price scheme are quite common for Japan and Germany, for example. In those cases, the local version is no different than the international one, but the lock ensures the local crowd will buy the overpriced/console version.
