You did it with fallout 4, now why not rdr2? Rdr2 world is a little bit more empty to compare with fallout 4, Could actually be easier with rdr2!

They would need to offer RDR2 here first.

I'm not sure such an overhaul exists, for one. Fallout 4: London was years of work by dedicated fans in a broken ass engine that just happened to have a modding framework old & open enough to kludge something that resembles London from it. It's a very impressive effort given how entirely terrible the GCS and predecessors are.

GOG is just acting as a kind host for the mod because Nexus is a stinkhorn among mod houses.

How empty the game is is really irrelevant when talking about a Total Conversion. But a few things:
Bethesda had released their mod kit that is very full featured. Once the assets are made, it is less of an issue ot create the game spaces and use the existing systems to thier advantage to make a game.
As was stated, FO London is a fan-made project after years of work, much like Nehrim and Enderal for Oblivion and Skyrim repsectively.
RDR 2 isn't sold on GOG.
RDR2 has no such mod kit, has no such project in the works.

BUT GOOD NEWS! You could always start a TC project for a game like RDR 2.

Well, you know. This is Rockstar, who would sooner (via Take Two) push you to the ground and have you beaten like their thugs and/or police in those dreary GTA games.

Rockstar hates PC and double hates not having DRM. Not only are their old games not here, IIRC they pulled the old GTA from steam for a terrible AI upscale "remaster"
