I own this game on CDROM. It will not run on Win11. It would be nice to be able to play the game natively on Mac/Win.

Which SimGolf? Sid Meier's or the original Maxis one?

Sid Meier's definitely works on Windows 11; I have a retail copy and was playing it at the weekend. You may need to remove the disc-based DRM, but that's easy enough to do.

I can't comment on the original Maxis one - I'd imagine that was probably a 16 bit programme, so you might need to get PCEM up and running for that one.
