Any commonalities to when it happens (e.g. software you're using). How frequently does it occur? During games, or normal use? How long is the pause?

What are your temperatures like?

Have you run a virus scan?

If it's running a hard drive, please inspect it for errors.
The problems you mention, if not caused by some weird software eating all the CPU cycles (you can check on task manager) are usually caused a a bad HDD or memory, in case of memory, freezing is usually followed by a blue screen crash.
I find it usually happens not too long after getting into windows and after the pause and it comes back i find it doesnt pause again I do check for viruses everyday with a quick scan. I think usually it pauses in windows maybe when im in Google Chrome not while in a game.

Sometimes its a short pause but sometimes a bit longer.

Core Temp (https://www.alcpu.com/CoreTemp/) is one of the best free software that can tell you the tempratures in your PC.

It is free, but it tries to install some random bloat, so make sure you tick them off if/when installing.
Tried temp programs

CPU -22 centigrade
GPU - 49 centigrade

if im looking at the correct parts of the program.
Years ago I had a very similar thing happen to me, the PC used to freeze randomly for 20-40 seconds and then return to normal (usually when just browsing and on desktop).
So, I checked in the Event Viewer and saw that the freeze was caused by the Graphics Driver (NVidia) crashing and restarting. I guess something in the driver got messed up when my PC crashed before.
The solution was to do a Clean Install of my Graphics Driver.

A great thing to have in summer (depending of your latitude etc), and whenever you make your computer work hard.
clearly bad hdd imho
the hdd tries to access bad sectors and something just hangs until it returns
Yeah - could be HDD. OP - have you run an HDD diagnostic programme? Depending on make, there might be a manufacturer provided one. You probably need to do a SMART test as a minimum.

How old is the PC/Drive? Are you using an HDD or SSD?
Ive ran hard disk error checking but no problems.
It could be a whole lot of things, like a defective hard drive, or defective RAM, or a defective CPU, or a defective motherboard, or a corrupt OS, etc.

I have this exactly this problem to.
my mouse is frozen for a millisecond then moves again.

i suspect for the longest time it's within the USB structure (my keyboard also experience this)
and my SD drives also sometimes just crash (kick out of the system)

USB still is not working optimal after 25 years.

Are you sure the whole PC freezes, or just the mouse? If the latter, are you using a wireless mouse? If yes, something could be interfering.
I think the pc freezes not the mouse because control alt delete doesnt do anthing staright away when i check the task manager.
