From what GOG stated here - IP matters, indeed. There were some discussions between them and Polish emigrants from UK, who wanted to pay polish prices (I suppose they would be surprised if aware for how many games PL price is above UK one;).
Getting back to the initial question - I'll stick with RWarehall's spreadsheet. Looks like the easiest source of info about base prices.

Just to mention this, their news RSS feed seems to update sooner than their webpage's front page:
