I have a sneaking suspicion that what Judas means is that GOG is starting to put its foot down with regards to rogue developers and publishers who release on GOG and then fail to issue updates and DLC in line with other versions, which GOG should actually have done a long time ago.
GOG might account for a relatively small proportion of income relative to the whole, but it's still a fair amount that can hurt a rogue developer's pockets if they end up being delisted.

Sales on GOG might not account for a huge share of revenue, but it's certainly something that they'd notice if it was missing. To date, developers have simply been able to release on GOG and let the extra revenue flow in with impunity despite their dishonesty. It might not make or break the bank, but if issuing a simple DRM-free port (for which GOG actually does most of the packaging and front-end work) makes the difference of having that extra revenue or not, then I suspect devs will generally choose to behave themselves.
What, already bankrupted by your purchase of Valve?

The Escapists: The Walking Dead is now available for pre-order, despite GOG still not having the DLC for the normal game. I know it's now confirmed to release here eventually, but until recently there weren't even any official plans for it. I have to say, I'm kind of disappointed in GOG for promoting this new spin-off given the way Team17 has treated GOG's users.
