I must have totally misunderstood MP3 vs FLAC.

ADDED: Oh, nevermind. It must just be some sort of typo. I actually downloaded them and the FLAC file is much larger. Sorry, my bad. Thought it might be yet another example of me completely misunderstanding something I thought I at least had some understanding of. (In this case I always thought FLAC was a superior format but much larger, and while I'm no audiophile, it seems I was correct in assuming the FLAC files are larger as the actual downloaded files resulted in the FLAC file being 398253KB and the MP3 file being 135579KB)

FLAC is a "lossless" format that will give you a verbatim copy of a music/sound source, whereas MP3 uses compression and the output, while it might not be noticeable by a human hear, will not be "perfect".
But with a high enough compression rate and good settings, MP3 does a really good job and you won't see a difference. Also MP3 has become a universal standard, every device will read it, that's not the case with FLAC.

Same with Conway: Disappearance at Dahlia View's soundtrack, the difference here being that even the total size of the unpacked FLACs is still smaller - not by much but definitely smaller - than the total size of the unpacked MP3s.

Probably an encoding error.

Oh crap, this reminds me I didn't even disclose the game. The screenshot is from Two Worlds Epic Edition.
Someone did a really bad job, given that they encoded MP3s in the first place instread of OGGs or something. Which can do exactly what MP3 did, but in a quarter of the space.
