I'm not going for the whole how and why copyright/trademarks to a game name matter/don't matter, and make it short:

The rights to the game "Dark Colony" lie with Take Two Interactive. They got them through the acquisition of GameTek UK Ltd. and still hold them.
(They then published the add-on to the series.)
So if you want to poke people for a re-release, Take Two Interactive/Rockstar is what you're looking for.

I never even knew there was an add on.......

I never finished the original;struck me as being just another RTS Sci Fi Strategy game,not bad but not that good either.

It is the kind of rather obscure game that shows up on GOG. Depends on what Take Two wants to do with it.
