I have owned Witcher 3 ever since release but still on the store page it doesn't show as owned even though it appears on my shelf. How can this be corrected?
This is the case for a lot of folks that have The Witcher 3 from somewhere else, like the nvidia promotion code for example. It has a different product ID in GOG's system and therefore doesn't show up as owned on the website. Also happens for games that backers get keys for from kickstarter. So far GOG hasn't done any thing about this and it doesn't seem pertinent enough for them to fix.
I don't think it can be corrected. At least it appears on your shelf. Just ignore it. It is one of many minor issues on GOG.

However Kickstarter Edition of games doesn't appear owned.

I own The Witcher 3 from the Nvidia code as well and it doesn't show as owned, and neither for atleast one other user that I know of so you got lucky it seems.

that's the funny part , where gog totaly messed up the database (once more)

i don't have the witcher 3 marked either, it was a nvidia code too..

and for the record i backed divinity original sin / serpents in the staglangs both are properly tagged as owned

now if you speak game like wasteland 2 (kickstarter version) that's totaly normal , this version can't be purchased.

One batch shows owned others doesn't.

that's my guess too, gog should definitly fixes this issue , when a game get another id in the store.

the problem is known for quite a long time now, -_-
I have the same problem with Pillars of Eternity - Hero Edition. Oh well, who cares.

This also depends on the game. Most of the games I backed at Kickstarter are shown as owned, just a few are not.

Assuming that GOG allows you to buy them (it should), then you shouldn't have any problems downloading and installing them.

So what you are saying is if I really didn't had witcher 3, then Gog wouldn't allow me to buy the DLC first? even with this apparent "gap" between library and -lets call it- store database.
Dumb question I know, but since i never actually tried to buy a DLC/Expansion before the actual game (for obvious reasons), I think is valid

That's correct. If you try to buy the expansions without actually owning the base game, then GOG won't let you add them to your library. If, on the other hand, you own the base game, but it's not displayed as being owned, then GOG should have no problems allowing you to buy it (past experience has shown that the issue is only cosmetic, but you never know).
