ok, you guys are my last hope, i have been to various other sites (inc The Escapist), but have found no joy...

I remember this game very well, but have forgotten the title, maybe one of you *Epic dudes* know the game i'm on about (and hopefully the name also)

a very old (windows) racing game ran with windows 95/98:?
Additional Details
These are the main point (i will *bullet* them because this is a lot to read)

1-Boxey cars?
2-Diff colors (red/yellow/pink etc)?
3-grey *Track*
4-*open-ended*?
5-the track had *walls* (you could not get onto the grass)???
6-other cars fully AI controlled
7-could place bombs/oilspills?
8-if you got blown up, would respawn in random area (denoted by a *circular* start area)
9-gaind points by collecting flags?
10-flags were diff colors? (the points depended on the flag color?)
11- Ai's could get flags too and thus beat your score
12-city/county backdrop? (the city would never get any closer???)
13-maps with real world names? (chicago/london etc?)
14-could cross bridges and had *traffic lights*???
15-MASSIVE maps and you could customise them as wel (by typing number for hieght/width etc)???
16-AI would infinite spawn so was *points only* to win?
17 diff game modes/ (flag attack? endless? etc ) i dont THINK there was a t*timed* mode???
18-i only ever remember it being *shareware*? (i never saw it in the shops), so it either came with a PC MAG, or was downloadable? (the copy i had was CD)
19-when monkey island games were still in shops (in the uk, at least in the *bargan buckets*?)
20-weather was *stagnant*? (if it was day it would always be sunny???)
21- (GFX) very basic... grass was flat/no clouds? only thing that looked SLIGHTLY real? was the backdrops?

that's all i can remember... even typing this into google comes up with nothing (i know it exists because my dad remembers how much i annoyed him playing on it)

last clue... i think it was in the years that Civ 1/2 was realeased (or at least still widley played?)

sorry i dont know any more (i think it worked on the DESKTOP *in windowed mode*? i dont think it ran in MSDOS or command prompt?)

It's not a bad thing to scratch em off the list anyway or if you are familiar with the above mentioned, was this game similar to them?

Also you seem to make a suggestion the game was released around Civ 1/2's release, witch according to wikipedia would make the years 1991-6 so generally speaking early 90's

the description of how it looked reminded me a lot of outrun but not the gameplay. I only played the arcade version, maybe there was a pc version with more features??

Carmageddon The Death Race 2000 but since you say it's not previous carma's i doubt it will be it

there's also this rally-x and new rally-x but they don't match the semi-isometric criteria

Funnily enough, I also thought of Buggy Boy, but it fails on a number of points. First and foremost, it is much too old. I played it on my C64, so...

I thought of Hover, too. I think that game came with Windows 95? I don't remember some of the other details the OP provided, but like you it clicked in my head when I read about flags and spawn points.
no it wasnt hover... oh well... either i am confusing multiple facets of a few games meshed into one, or i dreampt it, thats for taking the time guys
