The only thing closer (that I know) is Terragen, but is a terrain generator for static awesome landscapes with effects. Version up to 0.9.43 were free, after that (Terragen 2.0) is commercial. I think the newer version has something related with animations... but I can't confirm that, I've only used the free versions.

I use that sometimes, but I don't need the realism, more the editable-ness. :) Thanks all the same though dude.
