When I try to pay using paypal, the only options available options are to pay using paypal account and create account. Before there used to be option to pay using credit card that but that option is not available (at least my country. If I select US or UK, the option is there. I tested dozen other EU coutries as well, like france, germany etc., and those countries don't have that option either). I can pay using the card I have directly without any problem in pretty much any online shop that allows it but it doesn't seem to be problem with my card, rather that PayPal doesn't even give the option to pay without account for my country.

Anyone else have this problem? Any suggestions on how to fix this or who should I contact to try to fix it?

I used to use PayPal without creating an account for everything, until I ran into your very same problem on GamersGate in January this year. I tried reloading, clearing cookies, closing and opening the browser with no luck. I had to create an account to pay in that site. After a little research, I found that some sites that use PayPal requires a PayPal account only. The option to pay with PayPal without an account is not in every site (is a type of configuration set by the site).

By the way, PayPal is not that bad... (:P)

So PayPal changed something around end of 2012 - begining of 2013 and it's problem with the vendors (GOG, GG etc.) accounts?

Strange thing is that, as I mentioned above, the option IS available for UK and US denizens at least.

I have NO intention to get PayPal account as I can pay in most places directly with credit card or with my amazon payments. Problem is some places only have paypal payment option so I need to find a way to re-enable the paying with credit card. Should I try to contact PayPal or the vendor about it?

You should contact the vendor to find out if it is a way to enable paying without a PayPal account or an alternative method of payment, because it is the vendor who configured the site that way. PayPal only offers those options to the vendors.
