What cpu cooler is that? Most custom cpu coolers have replaceable fans.

Even if it works, I would replace it asap. An i5 is nowhere near a cheap CPU and even if it was, not worth the risk.

I've disassembled some CPU fans before, and on the ones i did there were no ball bearings. It's more a nail/spike that's lubricated from all sides.
But the lube drying out is most likely, clean it out you can relube it, although how long it lasts vs the original lube they put on it is probably shorter.

Probably... Disassembling them are a pain and sometimes you can't do it at all.
Maybe some local companies need to do a refurbishing plan where they take fans that just need cleaning/lubing and trade them with other refurbished ones of the same type/model...
