It's part of the DLC, but yeah, if your DLC from Ultimate is activated it'll be in the camp vendor's inventory, the really good items there may be only 10 of (they may restock, I never used all of them), but there's minor boosts too, and between that and personal quests and gifts, you should be able to max everyone at least twice over.
