Doom II was my first experience with modding. The first me and my friends did was substitute snippets of Sesame Street music and sounds for the monster sound effects.

Lots of mod using and a very little bit of mod making since then. And my favorite of all is Oblivion. The gameplay mods available now with the use of the OBSE script extender are just fantastic.
For me it's definitely Morrowind/Oblivion/Skyrim (and lets throw Fallout 3/New Vegas in there for good measure). There's an insane amount of mods to choose from, they're both simple to install and (relative to other games) simple to create.
I wanna say that Halo: Combat Evolved for the PC (aka, Halo 1 PC) was probably my favorite game to mod, since it was one of the first games I modded. Had a lot of fun learning the internals of its ".MAP" file format, how its 'tag' objects worked, and fiddling with those tags and seeing how they changed the behavior in-game (I eventually got to a point where I could mod .MAP file via hex-editing, with the help of a C++ tool I wrote to probe for values).

I also got into the map-making scene with Halo: Custom Edition, and learned how to model/texture in 3ds max, which was also pretty fun (although I always sucked at map design).

It's just a shame that Halo 2's map-making tools were so butchered, though.
