This seems like the obvious place to ask this question:

I have been playing an older game from an old series which NO ONE talks about (Monster Rancher) and I want to discuss it and ask questions... but I really, REALLY don't know where to go to ask about this. I looked up a few forums and the latest posts are from years ago...

Does anyone have a recommendation for this kind of thing? Is there just a forum where people can go to talk about really old games with other people experienced in older games?

I specifically ask because I ask about some obscure game in a huge popular forum it'll get drowned out by everything else and if I ask on a random whatever forum no one will respond.

I don't have an answer to this but I am giving it a bump because I would like to know too
Gamefaqs has a "Classic Gaming" board that might be of interest.

I really enjoyed Monster Rancher (played the second one, too, but not nearly as much as the first). Tons of fun just trying out different game and music CDs to find out which ones give the best monsters. :D The battle system left me wanting a little more control instead of just getting to certain positions on the field and waiting for your Hit% to get decently high.

You could always just ask stuff about it in here since there should be some other console gamers that've played it (or at least heard about it) from back in the PS1 days. Other than that, no real forum suggestions, sorry!
I have no experience with the game, but I see no problem with asking questions here on GOG. It will probably drown in all the giveaway threads (unless you use the greasemonkey script), but you could keep bumping the thread.
It depends on the game and the system. For PC games, it's hard to get any exclusivity with games, I would say if you've got a game you've been wanting to talk about, say "Oh I found this game, I want to talk a bit about it" you're going to have better luck if you make it, open, inclusive, allow others to contribute their own games and ideas.

If you're looking at a console game, you'll have better luck at something like an emulation website or a forum belonging to the owner of that license. At least that's my suggestion. It's impossible to promise results, but these can give you a better chance of being noticed.
You could try talk pages on the wiki: http://monsterrancher.wikia.com
