The only thing I can think of that mostly fills your criteria is Left 4 Dead, which is everything you mentioned except it's not free. It does go through periods of deep discounts though (usually down to $3.75, that's all I paid). It's also, like most Source games, very editable (there are dozens and dozens of fan made maps and weapon skins).

As for freeware, I think you're out of luck. There are hundreds of zombie games, but the vast majority are either not FPSes, not freeware, or both. Plus it's extremely rare to get a editable freeware FPS, unless it's open source. To the best of my knowledge, I don't think a freeware open source FPS zombie game exists. I'd love to be proven wrong by someone though.

Well, I actually don't mind if it costs something, just not too much, but on L4D requires Steam, yes? I wanted to be able to put it on any computer without having to download Steam and the game again.

I don't really need it to be editable, just decent.

Well, I considered TF2, but it is a bit big for my bandwidth, so I was looking for something smaller...

Plus, as I said, I would prefer not to have to use Steam.

Edit: Are there any free Unreal Engine zombie games?

Yup! I spent like a week with this one, as opposed to just a day or two with the previous games. Con Artists REALLY expanded the game, added RPGlike elements, leveling, items, exploration. It's not just a defense game anymore. Really, it's a sidescrolling action/rpg with a LOT of unique elements for a Flash game. I gave it a 5 of 5 on Kong and I literally NEVER give out 5s.
