That looks interesting but it seems to have technical issues, broken controls/UI and you were right about low availability.

carnival73: Age of Pirates is the most definitive of the series but the early games provided no over head story or ending so you just sailed around forever pointlessly.

City of Abandoned Ships kicked the franchise up a notch by finally including a story and something to build towards:

GG takes this game down and puts it up again, from time to time, and used to have a copy on their US site (guess they can't make up their minds).

Note the game is quite clunky and poorly polished but it features everything you would want in a Skyrim-Like Pirate game and more!
Pretty much this. Its also known as Sea Dogs 2. Its very open ended, and with fan modifications, you get a complete overhaul that fixes most of the bugs. The game itself is not very intuitive however, and it takes a bit to learn the things you need to know, but once you do, oh man, you have a huge world to explore. Great game!
Pirates of the Caribbean, a 2003 PC game published by Bethesda. It was buggy as hell and had barely anything to do with the movie series (then again, it was essentially Sea Dogs II before it was renamed at the last minute and had some minor references added), but it was still a suprisingly decent pirate RPG (especially if you apply fan-made patches to it).

However, it's preety hard to find nowadays and would desperatly need a GOG release. Too bad Bethesda doesn't seem to be very fond of GOG.

-Pirates! Gold has two versions, one XX century and a remake XXI century, pretty repetitive, but easy to play and fun
Neverwinter Nights: Pirates of the Sword Coast (DLC)

Unfortunately no longer legally available; wish GOG would add it to extras for Neverwinter Nights Diamond.
SSI had a mid-to-late 90s game called Buccaneer. I seem to recall it vaguely.
Risen 2 is a pretty good game if you have the right expectations. It's not Gothic 2 by any means, but it's very fun.
