Can I gift a game from my account if I've never downloaded it?

I've got a few doubles and triples from buying packs on GOG/Steam/Impulse and it would be cool if someone else could benefit from them.

No, you can't. Not on GOG, dunno about the rest.
Not on GOG sadly. On GoG, once a game is in the library its stuck there.
I would like it so that you can gift games from your account, but I kinda can understand why you can't.
Maybe if it's still on your Steam Inventory...

So, from a different angle: Can I download a game and just give them the flash drive to install it on their computer? I can't find anything about that specifically in the policies - although I'm sure it's there.

However, there have been occasions when the GOG team have agreed to make a gift code from games on your shelf, as long as they have not been downloaded yet. Your best bet is to contact support and ask them directly.
