Does Grand Strategy count? If so, my favourite's Crusader Kings II -- otherwise I'd probably have to go for Vietcong as well, although I suppose technically that's an FPS. Otherwise, if you mean pure wargaming, then it would probably have to be Total War: Shogun, or Harpoon, or Talonsoft's Battleground American Civil War series.

as to favourite wargame i count medieval total war 2 as one of my favourite in terms of grander scale combat, but I also enjoyed Vietcong a good deal!
