So, I was downloading some games using the latest (as at time of posting) 3.6.0.0 downloader and found a couple hadn't completed, yet the program states it is paused and, unfortunately, the grey boxes for "pause" or "resume" are non-clickable.
What do I do now, to reboot the downloader into a working state, since it has now mysteriously disabled itself with no way I can see to get it working again in order to complete my partial downloads?

This has worked for me in the past- shut down the downloader, completely. Then restart, your download jumps back to where it left if you don't mess with the files in the GOG downloads folder.
