If X-COM complete was offered here I would buy it in an instant. However, it's not. So, where would be a good place to get it? I know it's available on Gamersgate and Steam, Having never dealt with either of these companies; where would be a good place to pick these games up?
Gamersgate offers unprotected installers packaged with DOSBox where needed. The only hitch is the need to copy the installer file while it's running to avoid GG's mental downloader encryption.
If you're not concerned about the (in my opinion) inferior later games, it doesn't really matter where you buy it from - as the first two games use DOSBox they're DRM free no matter where you get them.

even the steam version is unprotected just back up the folder once they're installed
I prefer to go with GOG because I like there business model, so I like to support them. But in my heart I am a free market supporter and when Steam had a sale for each Xcom game for 1.67 each (that was last year) I had to take it :) and the steam version works just fine.
