Yes it is Steam free, but not quite DRM free. It uses its own DRM, I think, some strange version. (can not check as I got the Steam version, but remember reading it somewhere)

Correct, the version sold directly by Runic requires a single activation at install (it phones in to Runic's own servers to check the activation key).

It doesn't mention an internet connection in the sys requirements. Maybe this has been dropped?

They might have dropped it, or they might have just not bothered to include that requirement. This is what Runic had to say about their DRM prior to release.

I bought the game direct from Runic on Jan 3rd and there is no steam requirement. I paid, got my key, and used it to activate after installing the demo version. I would recommend you save the webpage after the sale though as I never got my e-mail with my key. I did get the paypal receipt though, so I can contact support with it if need be. You can also tie the key to a Runic Online account if you wish but I haven't done so yet.

The game did need a connection to activate but no other hassles beyond that. It comes with it's own launcher that will keep the game patched up if you use it to run the game. There is offline activation available, but you have to contact support regarding it.

One really wonders why they bothered.
really ticks me off there is no DRMfree version... but hey i waited a year for TL1 which made me not want to play it... regardless TL2 is no even on the radar anymore the amount of amazing free and DRMfree arpg's out there are more than enough to keep me happy

I've heard it has limited authentication also.

There is a limited number of activations, although from what I've heard Runic resets that number periodically.
