Don't know about first one.

Patrician 3 has one and as it's just Patrician 2 with expansion, P2 probably also has the feature. I'm also pretty sure first one had one as well but my last play was in the 90's so someone who has played it more recently should verify this.
Call to Power 2 probably has hotseat as well but someone need to verify (I belive I played CtP1 hotseat years ago).
